Watt Toolkit, a Double-edged Sword

It helps me connect to GitHub but it is also the causer why I encounter downloading error.
 

Root Cause

Node.js cannot verify GitHub's SSL certificate when downloading the get-windows prebuilt binary. The error message itself hints at the fix:
unable to verify the first certificate; if the root CA is installed locally, try running Node.js with --use-system-ca
